"The Public Works Department is directed by higher authority to acquaint you, for the information of the Secretary Cardwell, that the £4.1.0 due to the officers commanding the detachment of Victoria is to be paid to the Chaplain in May, in return for the refreshments provided for the troops on their march from Takoo to Pekin." And I am to request that your bill on the Cardwell be forwarded to this office.
