Circular to Justices of the Peace
A Circular despatch which is annexed has been received from the Secretary of State from which it appears that the chief noticeable defects in the Public Hospitals at Hong Kong, viz: the Civil and Lock Hospitals are considered by Competent Authorities to be
1st The absence of Baths and Water Closets
2nd The want of more intelligent Wardmasters
3rd Constant and regular visitation
His Excellency the Governor has already taken steps for remedying the two first deficiencies by providing additional funds for the purpose in next year's Estimates, and hopes to avail himself of the good offices of the Magistrates in remedying
