I beg to apply for the Government endorsement to bills (which will be forwarded by the Oriental Bank) for £539.1.3. being at the assumed rate of 4/8d per dollar, the equivalent of $2,300, or $1,300 the estimated amount of permanent expenditure for the month of November, and an additional $1,000 already expended in commuting Allotments in Sevastopol.
