I have to inform you of my
objection to such
arrangement as being
every respect undesirable and detrimental
in
to the interest
of
the Naval service. The
confined space
occupied by

Yard,
and the large amount of work
required of that Establishment together
with the
necessity of having
the
sea
frontage free from interference and available for hauling up boats, spars, &c., and for other indispensable work are considerations which
render the adoption of the contemplated
plan most inconvenient and inexpedient;
and I request you
will
make these
objections known in the
proper quarter.

It would also appear that the insecurity
of Stores
of Flour
in China, with the proverbially thieving propensities of the Natives, would form another
strong argument in favour of Her Majesty's Naval Yard being
isolated
in its position and other circumstances
would permit
