1st Whether the commissioned Officers of the Regiment were ignorant before the riot of Tuesday evening of the feeling and intentions of their men, points upon which it appears civilians were correctly informed.

2nd Whether any precautionary measures might be adopted. I am to refer you to His Excellency's informant, Mr Duncan Davidson, for further information on this subject.

His Excellency considers it desirable that an inquiry should be instituted into all the circumstances of the recent lamentable occurrences, and it appears to him that with reference to the measures adopted by the Commanding Officer of the 99th Regiment before the riot in consequence of the Police Magistrates' warning, and if so the nature of them.
