The pf Regiment appear to be in such a state of excitement, and so little amenable to Military Discipline that if it should remain in its present quarters he anticipates the most serious results.

Under these circumstances His Excellency would suggest to you the advisability of the Regiment being this day removed to the Quarters lately occupied by the 20th Regiment at Kowloon, and the Colonial Treasury, if the strength of the remaining Garrison should be insufficient to supply this service; but he does not see why a daily detail for duty on this side should not be sent over each morning from Kowloon. And the boat might be obtained for this purpose from the Senior Naval Officer.
