An inquiry into all the circumstances of the riot will at once be instituted before the Magistrates.

It is perhaps as well for me to observe that the riot originated and was conducted solely by Civilians, the Military having been at no time in any way concerned in it. I make this explanation as on enquiry made by me, not received from Major Dunne in reply to my application for the Military, he said he would send a force of two Companies but that I had better send a strong Police Force to arrest all Civilian rioters.

I am directed by His Excellency the Governor to forward for your information a Report just received from the Captain Superintendent of Police detailing a series of disgraceful outrages perpetrated last night by a party of Her Majesty's 99th Regiment upon both the Police and the inhabitants of this town.
