Duties, His Lordship is not 55 years of age and further Bishop Smith has been absent on an average six months out of every twelve months he has held the Episcopal Mitre, since 1856 His Lordship has been three times to England upon his inclinations and comforts and several grounds I feel called upon to offer a pension being granted to a gentleman in my opinion entitled to it in no other way.

I have to acknowledge the receipt of your despatch No. 140 dated the 20th September reporting the grant by your Council of a Pension at the rate of £300 per annum to the Bishop of Victoria, subject to the condition that in the event of his Lordship obtaining elsewhere Church preferment to an equivalent amount, the pension shall cease; if to a less amount, that the pension should bear a proportionate reduction.
