with the conditions of the Pension Minute; if he is not a Servant of the Colony he seems, at least in my judgment not eligible for, pression at all. In conclusion I wish to guard myself against it being supposed that I was under the impression that if an "order" to grant this Pension had proceeded from The Secretary of State for the Colonies the case would have admitted of discussion (see Ordinance No 10 of 1862).
