Acknowledgement of Mr. J'aims' efforts in this respect are fully acknowledged. But on the other hand, it must be borne in mind that the Bishop, unlike Colonial Servants, has been performing Colonial services without remuneration for several years, and I think therefore the grant may fairly be considered rather as compensation to him for those part unpaid services, than as an ordinary pension.

If you should concur in the resolutions of the majority of the Council, an intimation to that effect is all that will be necessary to legalize the grant under the terms of the Pension Ordinance No. 10 of 1862.
