I have considered with much
attention, the Dispatch of the Secretary of State dated the 11th of July last, as also
the
grounds

which he disapproves
of the Neutrality Ordinance.
There are two well-recognized rules
in Construction of statutes to which I
may
be permitted to refer.
1. where
a statute makes no
mention of
the territory within which its provisions
are
to operate, its operation is limited to that territory for
which the Legislature
