are entertained as to the precise nature
of
the objection taken in your despatch to the Ordinance as it at present stands, I think it better before submitting any amendments to the Legislative Council to apply to you for further information upon the subject.
In doing so I may explain that in consequence of the proximity of Chinese Territory to this Island the jurisdiction of the Colony extends to a marine league from the shore in scarcely any direction, and in some places the waters of the Colony terminate within less than half a mile from the shore. Taking advantage of this peculiarity the Federal War Steamer "Wyoming" anchored in April last close to this Station, but in Chinese waters, and obtained supplies from this City in violation, in all events, of Her Majesty's neutrality regulations.
