under the arrangement proposed to the Treasury in 1861, by the late Duke of Newcastle,

and accepted at the time by that Board,

it was determined that after the appointment of the first three Cadets Interpreters the number should be maintained at two only by fresh appointment:

It is therefore needful that their Lordships' sanction should be obtained to this modification of the original scheme, and I am therefore to recommend the appointment of three new Cadets, instead of two only, for their Lordships' favourable consideration.
