With reference to your letter of the 14th August, 1861, respecting the establishment of Cadetships in Hongkong I am directed by Mr. Cardwell to transmit to you to be laid before the Lords Commissioners of the Treasury the accompanying copy of a despatch from Sir H. Robinson re the results of reporting an examination of the Cadets, and requesting that three additional Cadets be now appointed.
Mr. Cardwell is of opinion that the Governor's request should be complied with. But...
