I am directed by the Lieutenant Governor to transmit to you for the information of His Excellency the Commander-in-Chief a copy of a despatch from the Governor of Hongkong enclosing a complaint from the Acting Storey as to Royal Engineer officers being allowed to accept Colonial Appointments and engage in private practice.
