Colonial question I referred In Storey's letter
to the Commanding Royal Engineer in China,
and
beg to forward Colonel Moody's
in
observations upon it
for your
Consideration
The only officer of the Royal
Engineers at present
in the service of the
Colony is Lieutenant Williams who,
my Despatch No. by of 10th
May last, is temporarily employed at
reported
in
Kowloon.
Lieutenant Williams
is quartered at Kowloon in Command
of
a
Company of Sappers, and is thus enabled,
without
neglecting
his Military duties, to
discharge the duties required from him
by the Colonial Government in a
very
efficient
manner.
The
arrangement has
been sanctioned by Commanding Royal
Engineer
China.
and the
General Commanding in
It is in no way prejudicial to
Imperial interests, and is decidedly advantageous
to the Colonial Government; for a competent Civil Engineer
could not be found
to accept
the temporary appointment involving as
it does
a residence at Kowloon - for any
thing like the same remuneration as that allowed to Lieutenants Williams.
