In a dispatch dated 4th February, Lord Cardwell was informed that General Robinson stated that the claim for compensation was nearly unanimous among the junior officers of the annual allowance which remained.

They were of the opinion that the better and more constitutional course would be to continue the annual allowance from the Crown. It is included in the Council's relieving the officers from the burden of having to abate their claims.

And it was apparently to offer relief to the officers that the question has now been raised.

The questions have been divided into:

1. Whether the annual allowance demanded by the officers should continue to be paid by the Crown.

2. Within what period should the contribution be made to the payment for the allowance.
