The first Argument has been defended.
It was never stated that the troops were maintained in Hongkong entirely for Colonial purposes, and the Duke of Newcastle was of opinion that it would be impossible to "carry out any plan" for making Colonies contribute to "their defence if Hongkong were excepted".
The second point has been
seriously entertained.
