The expenditure proposed on public works, notwithstanding the large outlay upon the mint, is only equal to the amount voted under this head in the Estimates for the current year, in which, as you are aware, no provision for the mint was made.
This has only been achieved by the postponement of every work not indispensably necessary. The item for Military Contribution requires no explanation. It was voted in obedience to instructions from Her Majesty's Government.
No provision either has been made in the Estimates for unforeseen contingencies, or for the suppression of piracy, or for the minor Salaries and working expenses of the Mint, as the Government is not in possession of sufficient information as yet to determine as to the necessary staff for that establishment.
Under these circumstances, if the Estimates as now submitted should meet with your approval, I consider it not improbable that during the progress of next year it may be found necessary to raise a sum of about £20,000 to...
