with the special Instructions of Your Government upon "Stores al" at the Hong Kong, did not meet; complied with; but, nevertheless, such request implies the power of denial on him who has to grant it on the part of those who appear to be grave at In fact, requiring a security Hong Kong for the bona fide entry of the cargo, fully accomplishes the object of the abovementioned instructions, the pector of trade between England and Portugal, provided for in that Treaty.

I am of opinion that the exportation cannot be said to be effected by the mode by which that is at present effected - Your Excellency has the goodness to assure me that all the requests of this Government relative to such exportation, will be about to submit it to my Government, and of this I feel it my duty to apprise Your Excellency.

In the meantime, the mode agreed to by Your Excellency will continue to be adopted by me.
