See reply, the Secretary to your Government, then exercising the functions of Governor, had the goodness to inform me that the instructions referred to recommended the greatest vigilance to prevent the rebels against the Government of China being supplied with Warlike Stores, and that therefore permission to export such stores from Hong Kong could only be granted after the production of authenticated certificates to the effect that they would not actually be imputed to the Government of Hong Kong, but to that of Macao: - and I added that His Most Faithful Majesty's Government desired also that the insurgents of China should not receive Warlike Stores from Macao, an intention which was carried out here with all possible strictness.

However, it was observed that the conveyance of such Stores to Macao did not appear to me to be comprehended within the spirit of the instructions, for the possibility of their going from Macao to China existed; as it was indispensable to guarantee that the exportation of Warlike Stores, solicited at Hong Kong for Macao, should not be destined for China.

Her Britannic Majesty's Government desired that they should not receive them from Hong Kong: XXX them from Hong Kong.
