Most Excellent Sir,

I

referring to my despatch X 61 of 3 August last,

relating to a case of exportation of warlike stores from Hong Kong to Macao,

I had the honor to suggest the mode by which, in my judgment,

could reconcile the instructions of Her Britannic Majesty's Government concerning such exportation,

with the provisions of the Treaty of July 1842,

between Great Britain and Portugal, which secures perfect liberty of commerce between the two Countries.
