I have only to observe

on the subject that

no

greater

restriction is put on Portuguese

traders,

or

traders to Macao

than on all others connected

with this Port; and if Her Majesty's Government think fit

to rescind the order in question

it should be done generally and not specially in favor of Macao, which would simply have the effect of making Macao the Mart for firearms and ammunition in the

Eastern seas.
