3. I have also to acknowledge the receipt of your letter N2705 dated 28th July 1864 in which reference to your Letter to me you inform me that you find that Mr. Williamson (Master of the late Ship 'Ardville' registered in this Maine) of Mr. Keitto / left as second mate on board the "Young Lochinvar" bound for Foochow and London.

4. The fact that Mr. Williamson has not been in Hong Kong since the receipt by me of the opinion of the Attorney and Solicitor General renders it impossible for me to proceed against Mr Williamson as I am instructed to do, but that he will be in England it will therefore be competent for the Colonial Office to proceed in England against Mr Williamson.

5. I however respectfully submit that at Law prima facie Mr Kitto is liable because the payment made by the Government here appears to be attributable to a payment made in respect of the vessel and for saving life, the sum paid being a reasonable compensation.
