encront the progressive increase "Salaries recommended by Mr Kinder, as I believe the terms I have suggested for the four Chief Officers are fully equal to the highest rates given here by Banking Establishments and other Joint Stock Companies for similar service, while they are already far above the Ordinary Colonial rates.

In proof of this I need only mention that their subordinate Officers of the Mint will be in at least as good a position as the heads of Departments who have Seats in Council, viz:- the Treasurer, the Auditor General, and the Surveyor General, and they will be more liberally remunerated than the remaining heads of the Government departments - viz:- the Post Master General, the Harbor Master, the Magistrates, the Colonial Chaplain, the Captain Superintendent of Police, and others who receive Salaries varying from £700 to £800 per annum, without Quarters or free passages to the Colony.

As regards Mr. Kinder's own case I consider the terms offered to and accepted by him most liberal. They are fully equal, all present and prospective
