code the penalty for aggravated cases of piracy and Murder, and by our law for Similar Offences but it is for the leaders of fanatical bands is the "Ling Chik" (cut up alive); and for other pirates decapitation, their heads being exposed near the scene of their crimes.
In practice however I understand the Ling Chik is seldom resorted to except when great atrocities have been perpetrated. Decapitation is the penalty usually awarded, and banishment or menial Service in the banishment Army in cases where Extenuating circumstances are found.
It must be remembered that these pirates are Chinese subjects residing within Chinese jurisdiction, and if they offend against the well known laws of their own Country they do an injury to Society and an injustice to themselves by interposing between them and the legitimate Consequences of their Crimes.
