The premium would undoubtedly have been larger but for two causes, the heavy expenditure in filling or clearing and building the sea-wall that each tenant must incur in making his lot available, and the delay in the sale, which am certain would have had a more advantageous result had the Government been enabled to bring the land into the market at an earlier date.
