A contract has accordingly been made with the company for the supply of
gas at a rate, and an arrangement has
also been entered into under
which each Street Gas light will cost $3.50 per month including all expenses for lighting, cleaning
and repairs.
At this rate
500 Street lights - the number considered necessary at present - will cost $19,800 per annum.

The lighting rate which is fixed by Ordinance at 1¼ per cent on rentals amounts for the present year to $21,259 which will leave $1,459 after payment of $19,800 as above.
This represents an annual balance of $1,459 or nearly 12 per cent upon the Capital now required to be invested in lamps, pillars, and brackets.
It can scarcely be necessary for me to point out the importance of proper lighting as a measure of police. Nothing can be more imperfect than the present arrangements in this respect, and to this
