If your vessel cannot weigh anchor so soon and accompany my junk I fear that tomorrow I cannot arrive in Honghing, especially therefore do I acquaint you with this.

I again notify to you that I, having seen these eighteen Villages, we have becomingly and properly, together admonished the people there and I think that they will be compliant and obey our orders. But this is merely an affair of vagabonds who rob with violence and make forays, who are not in the same category as rebels and pirates. Now with respect to arranging the case of the eighteen Villages, most certainly each place is to follow this plan, viz. that uniformly in case of a disturbance they are to inform your country. Although it is said, if a small matter be not attended to it will breed a great trouble. However, from enquiry I know that matters are small, trifling, and many such cases in the province of Canton.
