You are directed to forward copies of correspondence on the subject of the recent Expedition to Deep Bay.
Captain Nolloth, Senior Naval Officer, has justly complained not only of the incapacity or insincerity of the Brigadier General, who was deputed by the Chinese Provincial government to conduct the business, but of the breach committed by the Government of faith.
