nefarious proceedings of the locality within the jurisdiction of this Colony and I have specially brought this case to

notice in the hope that your Excellency may by concerting some joint plan with the Chinese Authorities enable us to effect this most

desirable object, either by the Co-operation of several Gun Boats (one of them having

on board a Mandarin of authority) with a sufficient body of native troops acting simultaneously ashore,

or by any

other

means

which

may be considered most expedient,

for

it

seems intolerable that a number

of

pirates dwelling so

near to this fort and not far

from the provincial City of Canton

should

with

any longer be allowed impunity to commit such outrages against their

Countrymen trading honestly between the Mainland and this fort.
