was at this place that Lieutenant Walker some months ago seized men who had kidnapped three men in the harbor of Hong Kong a boat containing a whole family was sent back the father for ransom of the rest which being reported to me by the latter was sent in a boat to point out the dwelling of the kidnappers who were seized, tried and convicted, and are now undergoing 10 years penal servitude in Hong Kong Gaol. Having had considerable experience relative to piracies perpetrated in the vicinity of Hong Kong I do not doubt that a great if not a chief portion of the offenders, inhabitants of Deep bay - generally large village of Yuen-leong - are there. And I am told that they are a terror to the natives trading to this port. Native boats laden with stone are frequently robbed by them of their money and clothes and it is usual for a number of boats to sail together under convoy of an armed junk. The Gun Boat met on this occasion 10 Stone boats thus escorted in the neighbourhood of Deep bay.

I beg to observe that there would be but little difficulty in bringing offenders to justice and shortly putting an end to these
