pirates who, taking advantage of the proximity of this Colony, and the apathy or connivance of petty local authorities, prey upon the native craft frequenting this harbour, and render life and property insecure throughout the entire vicinity.

It is clear that while such haunts are allowed to exist undisturbed, all our attempts to suppress piracy measures confined to the high Seas must be ineffectual. I accordingly addressed the Viceroy of the adjoining Provinces upon the subject, offering to co-operate with him should he deem it desirable in suppressing the evil. His Excellency, in consequence of my representations, despatched Brigadier General with a large Junk to the Bay, and promised that troops should assist on shore to prevent the inland escape of the pirates.
The Senior Naval Officer directed two British Gun boats to accompany the expedition for the purpose of towing the Junk, and otherwise affording assistance afloat if it were desired.
