The subject is one which demands very serious consideration, and I hope to be enabled by the next mail to submit for your approval some suggestions as to the different mode of dealing with the great majority of pirates who may for the future be brought within the jurisdiction of this Colony. In the meanwhile, I beg to forward for your information copies of communications which have recently passed between this Government, the Senior Naval Officer here, and the Provincial Authorities at Canton, showing the existence of piratical villages at a place called Deep Bay in the neighbouring Province of Quang Tung, and the measures adopted, unsuccessfully, for their suppression.
