Sanction

to the employment of Two Coolies

with

a probationary pay of ($6) Six

Dollars

a month.

A delivery by

one

Coolie would

be tedious

and unequal

and would

give rise to much vexatious criticism

in respect to favoritism and on

the whole I am convinced it will be to the interest of H. M's Postal Service to allow two Coolies for the

purpose pointed out.

In the event of your sanctioning

this expenditure I request you to furnish me with instructions and Voucher forms

to enable me to make the

payments in

accordance with the rules of the Postal

Office.
