The establishment of a French Postal Agency here with very liberal and satisfactory arrangements in all respects, but more especially in regard to the instant delivery of letters throughout this Community by means of Coolies employed for that purpose has given rise to some unpleasant and not unfounded criticism upon the want of similar accommodation and regard for the interests of the community.
