has been in the Service of the Colony for
eight years,

3rd. That in the course of that Service he has been absent on leave on several occasions, at the dates
and for the terms specified below, viz:-
4th. That provision has been made for the due execution of
office during his absence by

I certify that Mr Leith has
been suffering for the last eight
months with diarrhoea and that
after
a short leave of absence to
Singapore he has returned without
benefit. I therefore
recommend
that he be permitted to proceed to Europe at once.
