of file. This is the plan which I've been forced to adopt with respect to that portion of Causeway Bay reclaimed for the Mint as being necessary. Time being pressed it was necessary for the Government to undertake itself the reclamation about 15 acres to render available the two acres required for the Mint, and it is hoped that this outlay will be repaid hereafter by the sale of the surplus space reclaimed. But I do not think that it would be desirable to adopt this system as a general rule, as it would involve the investment for uncertain periods of a considerable capital without any certainty as to its eventual recovery.
