5. As however new districts are opened up for sale there must, as I pointed out in my Despatch of the 21st May, 1885, be a certain class of public works which cannot be imposed on the Tenants, and which must be undertaken by the Government - such as roads, streets, bridges, public piers, police stations, and general drainage. If the Government were not to undertake works of this description, the land either would not sell or would produce comparatively nothing.
