would have been made in the premiums realized at the sale, which would in all probability have far exceeded the cost of the work.

The inexpediency of entrusting public works of general character to the Crown Lessees has been conclusively established by the case of the Sea Wall which Praya now extends along nearly the whole face of the City of Victoria. This work has been executed by the adjoining Marine Tenants of Lots, and having been carried out at different times, in lengths, by different Contractors, has been very badly done, and already a large portion of the Sea Wall requires to be rebuilt.

The only disadvantage of the Government undertaking at the time of Sale to execute works of this description is that there is no certainty that the proceeds of the sale will be sufficient to cover the engagements entered into. In the case of the sale at Battery Point the amount of premium realized far exceeded the cost of the Nullah which the Government
