me and to the welfare of the Prison service, it therefore cannot be denied but that I am more interested than any other person in its result and to have deprived me of the opportunity of being present at your enquiry appears to me unnecessarily harsh. Having reference to my examination yesterday by the Board of Enquiry touching the Arming and general duties of the Police stationed at Stone Cutters Island, I beg leave to submit to the Board Extracts from Rules drawn up by me in June last year on the Establishment of the Hulk.
