I have placed before Sir H your letter N. 71 of 7th instant containing your further explanation of points connected with the recent inquiry into the escape of convicts from Stone Cutters' Island.

His Excellency cannot acquit the subordinate police officials of all blame in the matter, but is aware of the great difficulty of obtaining zealous and efficient men for the Force, and relies on your judicious arrangements, Captain Superintendent of Police.
