that His Excellency has given careful consideration to
your observations on the Report of the Board of Inquiry
into the recent escape from Stone Cutters Island.
His Excellency in consequence exonerates you from blame
for the short time during which you had been in charge of the Hulk
25 May to 7 June, 1864.
