to be forth in the most commanding positions - moreover it has been the invariable rule for a constable to be placed on the highest elevation overlooking the Prisoners and the Hulk, which on my first visit to the works I entirely approved of.

I have now given written orders which will, I think, prevent such an omission in future.

As to the second observation of the Board respecting the Stone boats, I beg to state that they were being worked on the morning of the 21st April, in precisely the same manner as when I arrived, and for a considerable time before. I am not aware, neither are there any records in this department, of any other method having been directed.

I am of opinion that to work them separately is impracticable; the small Guard over the Stone barge cannot afford to be split into two divisions. There is also but one Police book on duty at a time; it therefore follows that one of the barges would not have what ought to be a most effectual protection.
