That in no event can its vessel become Prussian, and that the placing her under the Prussian Flag is in effect a condemnation within this harbor, illegal under Public and International Law, and in direct contravention of the understanding come to between H.D. his Government and the Kings of Denmark and Sweden and Norway as to the conditions of Neutrality on the breaking out of the Russian War.

That the bringing the vessel into this Port at all is a direct violation of the rights of the Parties under International Law and under the existing Treaties and Conventions between Great Britain and Denmark and is also in direct breach of the duty of a captor, to take his prize without delay to a Prize Court.

I beg to submit that the hoisting of the Prussian Flag on board this vessel in this Port is, under the circumstances, such an act as to call for the detention of the vessel by H.B.M.'s Government pending investigation, and as His Danish Majesty's Acting Consul here, to become answerable for the vessel, and her appearance, and rendition, in ...
