On the 14th ult. a protest of which I enclose copy was received from the Danish Consul, and on the 7th instant while this was under reference to the Attorney General, and under consideration by myself, the Mail was received bearing the Instructions of Her Majesty's Government, contained in Circular of 21st April last.

Copy of these Instructions was furnished to the Prussian and Danish Consuls at once, in letters of which copy is forwarded herewith.

The replies of the Consuls are also hereunto attached, and I enclose the Prussian Consul's letter just received announcing the intended departure of Prussian Frigate.

A delicate matter is thus arranged, and I have only to add that at the present time the Harbour of Hongkong - the nominal head quarters of Her Majesty's Navy on this station contains no man-of...
