A further warrant in my favor for two thousand dollars to form a floating balance. I ask for a larger sum than an ordinary monthly estimate, because I am instructed to commute the monthly allotments payable in April and May, and shall therefore require additional money for this purpose.
I beg to enclose a copy of a letter addressed to me by the Emigration Board, and to ask whether, in accordance with the wish therein expressed, I am at liberty to draw my bills, in reimbursement of funds supplied by the Hong Kong Government, at thirty days' sight as heretofore, or at six months' date.
