I enclose copy of a Statement made to me by Chan-Ban-Soon, a Singapore Chinaman, representing to me that a vessel belonging to himself had been attacked off "Amoy" by pirates and several of her crew killed and wounded. I refer you for further particulars to the Statement inclosed.
