The report of Foreigners being associated with the pirates is an additional incentive to endeavour to destroy these pests of civilization.

I have the honor to inform you that in consequence of intelligence received, I proceeded in pursuit of pirates, having on board Mr. Hewlett, the Consular Interpreter, and Colonel Lew, the Mandarin in Command of the naval force on the river Min, and Captain M. S. Nollock, Senior Naval Officer.

I have the honor to request that you will allow me the services of an Interpreter to enable me to communicate with the Chinese authorities.
