the quickest access to that establishment should be provided for, and this, as a matter of course, would be via the Dhaya, if it were formed.

But little progress has been made towards the commencement of the work at Stone Cutters Island,

however, this has not been from departmental delays, for the plans are finished and that branch of work in my office is so far advanced that the start can be made when the ground is prepared and the Convicts are better instructed and an efficient Overseer of Works is appointed to direct them.

The whole of the Kowloon District, now that the Cantonment site has been fixed, I have arranged, giving the lines of Road and the scheme for a Front at the South end of the Peninsula. I have also forwarded my views as to the mode of dealing with the land holders, whether for the purpose of purchase or granting Leases under the terms of the Treaty of Peking.
